Legal Question in Credit and Debt Law in Texas

My sister is in the Navy and decided to help out my brother by allowing him to be on her Verizon plan. Come to find out, he purchased a new iPad and charged it to her account and then failed to pay his portion of the bill. The bill is now in collections at over two grand with my sister having no way of paying it. My brother has the money as he received a severance check from the Army but won't pay it. My sister is now in danger of getting into trouble with the Navy. Is there anything she can do legally to force him to pay her the money that he owes her even though she's in the Armed Forces?

yes.. but the problem i she will get a judgment and he will have no money..but she needs to notify Verizon, have the phone disconnected..if it has not already been..work out a plan..but to collect from him is hard..but a judgment can be obtained through the local justice of the peace..and if she can't go to court, she could appoint someone else to do so, get ajudgment and hope he pays sometime..
