if you hear there are charges pending against you but you have not been questioned by police and have not been told this by police do police have to tell you if there are charges pending against you

Basically, No. To save yourself from being arrested when you least expect it, you need to contact a bonding company and make arrangements for the bonding company to make your bond and surrender yourself so that you can make the bond and then go to a criminal lawyer and discuss the case with them. However, when you surrender yourself do not talk with or give any kind of statement to any peace officers.

No. They can file the case "at large" and wait for you to be picked up. The best thing to do is call your county sheriff's office and see if there is a warrant out for your arrest. A bondsman would also have access to this information.
