Legal Question in Criminal Law in Texas

federal questions

I have 2 important questions:

1. When the FBI conducts an investigation don't they have to obtain all the evidence: can they deliberately refuse to obtain evidence that proves the accused innocent?

2. If a person is on pre-trial supervision how does that affect the Speedy Trial rules in a federal criminal case?

The government is suppose to be a neutral party when obtaining evidence.

The Speedy Trial Act is not effected by pre-trial supervision.
