Formal Arraignment
Can my case of DWI be dismissed if the court does not follow proper procedure such as holding a formal arraignmnt and proceed to a hearing or prosecution?

All charges must follow proper procedure as set out in the Texas Code of Criminal Procedure.
You need an attorney to help you with your case.
But as far as your question goes, your case will not be dismissed. An attorney can only come in and clean up the mess that is currently going on.
