Legal Question in Criminal Law in Texas

Is this legal

My son is being detained and has a court appointed attorney

The attorney has been to see my son one time in the almost 4 months he has been locked up. At the time of the attorneys visit with my son , the attorney told him that if he would pay him, he would make sure he got a bond reduction and would make sure he got as little time as possible.We can not afford to pay, the attorney has not been to see my son since or returned any of my numberous phone calls.Isn't it against the Texas code of Ethics that a court appointed attorney show such degrating, and unprofessional behavior? If it is what can I do about this to make sure that my son gets fair and just, legal representation?
