asset/licence protective states

what states or countries protect stocks and drivers licence from california separation and alimony awards if no children?

The Constitution of the United States has the following provision:

Article IV

Section 1. Full faith and credit shall be given in each state to the public acts, records, and judicial proceedings of every other state. And the Congress may by general laws prescribe the manner in which such acts, records, and proceedings shall be proved, and the effect thereof.

So, at least for all territories covered by the United States Constitution, there can be some problems. For driver's licenses, there may be an interstate driver's license compact of some sort and perhaps not all states have agreed to that compact. You would have to check that out yourself.
