Who does birth certificates belong to, parent or child?

I'm 25 and my mother will not give me my birth certificate. She would not even let me have it when I was getting my marriage license. I was born overseas, so I don't know how easily I could go about getting another one. Legally, who does my birth certificate belong to?

It is just a piece of paper that she acquired on her own. It is probably hers. Get another one -- it is not hard. Contact the US consulate in the country you were born in, and they will give you guidance.
