can CPS question a child without informing the parents first?

Yes. These Nazis do this all the time.

I've suggested that parents coach their children not to cooperate with these jackbooted thugs, but that only raises suspicions ("Why would Jimmy's dad tell him not to talk to CPS? What is he hiding?").
