Legal Question in Family Law in Texas

I have full legal rights to my youngest child (13) and her dad is keeping her from me and shes lying to the cops of why she wants to stay with him. What can I do legally to him for being in contempt for not following the court order? He also smokes and sells weed.

I assume that you have "full legal rights" by way of a Court order.

To get her back, you apply for a writ of habeas corpus. By law, it HAS to be heard within ten days - Dad can't delay by filing lots of motions and such.

And in a separate action, you can hit him with a contempt action for disobeying the Court order. And sue him under chapter 42 of the Family code (a lawsuit for money damages).
