Paternity

I am having a baby in February and wish to not put the fathers name on the birth certificate and am not asking for child support. I feel the father is involved in drugs, etc. and do not want him to have custody of the child. Does he have a right to see his child? If yes, what am I obligated to uphold and how long does the father have to file for paternal rights if/before they are terminated?
