Termination of a parent's rights is a very complicated and drawn out process. It is very time consuming and costly to hire a private attorney to do it also. It would not be something you could do yourself (self representation). Your best bet would be to start by calling some non-profit groups that represent low income clients such as the Gulf Coast Legal Foundation or get a referral from the Houston Volunteer Lawyers program. Law schools such as South Texas or the U of H also have legal clinics that may be able to help also.

I would try calling http://www.childadvocates.org/ and ask them where to begin. Perhaps they can help.
