Does your sister have power of attorney? Is your mom mentally competent and able to make decisions? It sounds like you need to talk to a probate/elder law attorney in your county. I would avoid guardianship is your mom if possible since it's expensivee and very time consuming. Without a lot more information it is impossible to address all of your concrerns.
