spouse release all his parental rigths .dose he have to pay child support ?

I assume that "release" means that he does not want to see the child.

If you really mean that his parental rights are "terminated" by a judge, that would be very different.

Just because he does not want his parental rights, he must still pay child support.

Only a Judge can eliminate his child support obligation.
