is it possibil to get legal consent from parents to care for children without going throughthe court system? like getting something in writting and then getting nit noterized and the filled to avoid costly legal fees,

You can't effect the life of a child using notarized "paperwork". A child is not like a puppy - you have to get an order of the court -- with legal fees.
