Legal Question in Civil Litigation in Texas

Do I need to file a "no contact order" against relative? If so, which state?

I live in one state and relative lives in another.

For past 3 years relative continues to contact me. I've made it clear I want no contact. I've already blocked phone number and email. Still getting regular mail and now they are sending mail to minor son. Any mail we get goes straight into the garbage. Are they that stupid? Or do I need to take legal action now?
