Legal Question in Civil Litigation in Texas

My wife and I won a drawing. One of the prizes was $850 dollars toward a cruise vacation if we booked through a specific agent. The value of the agent's cruises was terrible, and we found a much better one through a 3rd party. He offered to give us cash less his commission toward that cruise by the final due date of the balance. After making this offer, he suddenly became very difficult to get ahold of. We ended up paying for the cruise from our savings and filing a complaint with the Better Business Bureau. He ignored the BBB and continued to ignore us until we threatened to take him to court. Now he promises us he is going to pay "when he can" but refuses to give us a deadline and continues to ignore our emails. Do I have a case? I have numerous documented emails from him advising us to take the trip and offering us the money, promising to pay etc. . . the emails have been collecting for over a year. But there is no written or signed agreement, just emails. The cruise was meant to be our honeymoon, so it is quite disheartening.

Yes. See a lawyer. Keep the emails, especially emails from the person who promised to give up part of his commission.
