Promised a Stipend Check at Work

On 5/5/08, the office manager of my office sent out an e-mail to everyone (~20 employees) saying we would start getting a $100 stipend check every month for misc. business expenses. I subsequently gave her my 2 weeks notice 3 days later on 5/9/08. Then, on 5/13/08 she went around the office passing out stipend checks to everyone except me. The e-mail nor her said anything about the conditions of the check and I will have worked the entire month minus 4 days by my last day. She never even said that I was not elligible or that I would not be getting the check because I quit, even after she passed them out to everybody. Am I legally entitled to get this check? or should I even ask? I have been with the company 2 years and I am a little upset by all this. Legal advice greatly appreciated.
