Legal Question in Employment Law in Texas

I was terminated from a municipality for falsification of a government record and poor work performance. The Texas Workforce Commission has found that I was terminated for misconduct. I would like to appeal their decision for judicial review. My greatest concern is the falsification of a government record, because intent is not required. I made a clerical error on a government record, but it was not my intent and my coworkers make similar errors and maintain their employment. In my research I have found a precedent that states that failure to perform job duties properly constitutes misconduct. Which case establishes this precedent? How can I best adequately defend myself against the charge of misconduct
