Legal Question

I had a total knee replacement November 2006 and since surgery I have swellen and pain. Lately my knee has been giving and resulting in me falling. I went to a OS for a second opinion and was told that I have a blob of bone cement that was not removed during my first surgery and it must removed. Was this neglect on my 1st OS and do I have a claim??
