If a cyclist causes a car accident can the driver's insurance compamies make him pay or can the drivers sue him for car damages

Unlikely. Cyclists aren't required to carry insurance and the average individual is judgment proof. Homestead laws protect his house, car, tools of trade and up to 60K in personal property he gets to designate. So unless he's filthy rich, the auto carriers are unlikely to waste their time pursuing it.
