Legal Question in Personal Injury in Texas

My daughter recently in an auto accident, where the other driver admitted fault and was given a ticket by the Police Officer. Both cars were totalled & his insurance company cut a check for our vehicle immediately. His insurance company has made an off to pay all of the medical expenses ($4249.17) and originally offered $2000 for the inconvenience. They have since raised the inconveniece factor by $300, to $2300. My daughter has permanent scars on her leg, hand, and head, and also has had to go to a therapist about the trauma aspect of the accident.

Is the insurance company low-balling us, or is this a fair offer?

It sounds like a typical offer for someone who is unrepresented on that kind of collision. You may be entitled to more, but it is difficult to determine without more information about the case.
