Landlord-City Utility dispute

A tenant moved out owing the city his water & garbage bill. The city billed me as property owner. I argued that I had not signed a contract with the city therefore was not liable. They say as the property owner I am liable. Who is right?

Unless the service was in your name or if you guaranteed payment, you should not be liable.
