What is the statute of limitations in case the lanlord refuses to repay the security deposit.

The landlord has 30 days to return the deposit (after the end of the lease) or send a letter explaining why the funds were withheld. If no letter is given, the landlord could be liable to you for treble (triple) damages. You would recover the funds in small claims court. As far as a statute of limitations for making the claim, I believe that you would need to file your suit within one year of the accrued claim.
