Legal Question in Real Estate Law in Texas

State vs. Civil Statutes

As a landlord of a relitively few single family dwellings I am trying to determine which Property Code Statutes I must comply with. I have found books in the library for both State and Civil Statutes which appear to contain almost identical Statutes. My questions are:

1) What is the general difference between them?

2) Which one takes precedence?

3) Are there civil Statutes for each county, or are they done for each city?

All you need to comply with as regards landlord-tenant relations is in Chapter 92 of the Texas Property Code.
