executor holding $ to wait out terminal illness

if terminal illness of person due inheritance $ is thought to be only reason executor has not released it and the 2 are not in the same state- can info be obtained via internet/public records and if not, what is best course of action

Find a lawyer in the county in which the probate is being handled to demand release of funds or to find out why no distribution has been made.
