when father dies,does personal property in his name only go to children or step-mother such as vehicles-inherited oil rights from his side of family?

Vehicles usually pass according to the title, and pass to anyone else listed as a joint owner with the deceased on the motor vehicle title.

Other personal property may depend upon when it was acquired [property acquired prior to marriage if not gifted during marriage remains separate].

All property acquired during marriage belongs 50% to the surviving widow and the balance to the children in equal shares if there is no will, and if that property has not been reconveyed by the living spouse to the deceased spouse.
