Continued harrassment after garnishment

My brother was recently garnished after several months of harrassment to himself, as well as many of his co-workers (including management). He works for a County facility where this type of incoming activity (collections phone calls, etc.) is heavily frowned upon. The garnishment was for a total of $790.00. After the final installment, he was garnished again (by the same company) for an additional $110.00 (this came out of his most recent paycheck. Although the garnishment has seemingly been concluded, he and his co-workers are still being harrassed by the company who garnished him. My brother is contemplating a law suit against this company for harrassment and is in need of an attorney in the Salt Lake City area who deals with this type of case.
