Can i call the cops on my mom for hitting me and threatining me almost every day.

Not only can you call the police, you should call the police as soon as possible. I would also recommend that you call the Utah Division of Child and Family Services Child Abuse and Neglect Hotline at (855) 323-3237 as soon as possible.
