Can a parent that only has parent time no custody - take the child out of state with out permission? I have soul custody of this child

Yes, provided it's only for travel or vacation purposes and not a permanent relocation out of state. Whenever either of the parties travels with a child, they are both required to provide the other parent with an itinerary of where they will be traveling, how long they will be gone, and how they can be reached/contacted while away and the name of a third party who knows how to get ahold of the traveling parent and child.
