If your daughter was negligent in maintaining the stairs, the insurance company is liable. For example, if there was something on the stairs (a toy for example) of if the stairs were loose, or the carpet snagged your girlfriend's shoe, then the daughter's insurance should pay. It does not matter that the injured and the insured are relatives.
