my girlfriend is in a program called independant living and she lives whith her foster parents and her foster parents wants to put a protective juvenile order on me is that possible?

Assuming she is a minor and the parents believe you are a risk to her safety they can seek the order. Your g/f obviously is in a difficult situation. Wait for her to mature.
