What is the fastest way to bring my husband from Venezuela to live with me in the United States?

You'll want to apply for the K-3 spouse visa for him.
You may find detailed information on the process as well as the services I provide here:

You shound NOT apply for K-3 visa. This visa is obsolete, and it's a waste of your time.
I assume that you live in Utah, USA. You have to file the I-130 petition for him with the USCIS. Later, when approved, he will apply for an Immigrant Visa (green card). If you have been married less than 2 years, his first 'green card' will be conditional (valid for 2 years).
Provided that your Venezuelan husband had never violated any US immigration law, never overstayed his visa, never been deported, etc - the whole process can approximately take about a year from the beginning to a visa issuance.
