Legal Question in Disability Law in Virginia

I would like to change the year I was born by one year to reflect the accurate year I was born in. My parents put in the year of my birth incorrectly when we immigrated to the US as refugees. Is there a way I can do this? I do not have a birth certificate because I was born during a war period.

It's unlikely that the Bureau of Vital Statistics in Richmond would allow for

such an amendment to your birth certificate without an order from

an appropriate Virginia court (in my opinion) which could well involve

an evidentiary hearing on the matter with witnesses called to testify and who

knows what else.
