Legal Question in Bankruptcy in Virginia

Is it a violation of Virginia law to be verbally abusive in a dispute over towing a vehicle from a visitor parking place. My daughter had her car towed while visiting a friend. She was told by the property manager they would not cover the towing fees, even though the parking was legal. But the way she treated my daughter was uncalled for.I realize this is a minor issue, but I am curious as to whether someone dealing with the public is violating any statutes by being abusive to a young college student? the towing fee was only $125.00, but the woman was very nasty, and I do not know if any further action is warranted. Would the appropriate course of action be to contact a local attorney and investigate possible civil actions, contact the authorities regarding possible illegal activities? Or just chalk it up to experience?
