What can I do when parked at a friends house a neighbor moving his lawn across the street,throws a rock and breaks my windsheild?

You could file a complaint with the local magistrate, requesting that the neighbor be charged with destruction of property, And, you could also sue this destroyer

of presumably good auto glass in your local small claims court for the

cost of replacing your windshield plus court costs.
