Is a state allowed to take away a right guaranteed by an amendment from an individual?

And to follow up, can a state take away the right to vote from a felon convicted of a state felony?

To what right guaranteed by what amendment are you referring? And, yes, a state can deprive a person convicted of a felony in that state of his or her right to vote, in answer to your second question.
