Fair Credit Reporting Act

A credit reporting agency is listing a collections account on my credit report that does not belong to me. The account is listed as being paid in 1997. I disputed the account and the CRA sent me a letter that said they had ''verified'' the account. I also sent a letter to the collection agency requesting that they provide me with documentation that this is indeed my account. The agency called me rather than responding in writing and told me that due to the fact that I had supposedly paid the account that I had acknowledged it was mine and therefore they were not required to provide me with any documentation. I asked that they provide me with documentation of the payment, since I have no record of a payment to them dating back to 1997. They refused. I have kept accurate financial records and know that I have not paid any such account. If the account is paid but showing up on my report, don't they have the obligation to ensure that it is my account?
