Legal Question in Credit and Debt Law in Virginia

i contracted someone to make a patio for me (flag stones), He suggested that he make them from conrete but will look like flag stone The results were unsafe, could not walk on it too jagged and spacing so far apart that stand was all over the yard when it rained. He promised to come and correct it, but after 1 month. He refused to taske my calls and after I tried to use a pastor and an elder of our church he still refused to give me a refund, what is my recourse.
