Vehicle Repossessoin

Customer is financing vehicle through Toyota Financial Services. Vehicle repossessed last night around 10 pm with a balance due of $2300. Customer begged towing company to allow one more day for customer to contact Toyota; towing co. said he must take the vehicle last night and customer allowed such. Customer contacted Toyota 1st thing today asking what steps s/he could take to get vehicle back immediately. Toyotal informed customer he could not pay balance due amount ($2300). Customer also offered to include a few future payments with the balance due in order to get vehcile back. Toyota informed customer the only option s/he has is to go through the refinancing process in order to get vehicle back. Customer resides in the state of VA. Is this permissible? What options, if any, does customer have in order to get vehicle back w/o going through refinance?
