erase a dismissed charge from record?

a friend was charged with 2 felonly charges the offense accured when he was 17 (2004) the judge did a witholding fine because there was sufficient evidence to convict at the time, but the kid went through thraphy, and followed all of the courts conditions and the case was dismissed (2006)up till now nothing was is on his record the youth is now 19 will this be put on his record to show dismissed now that the case is over?

No, if the "kid" was in fact a juvenile at the time he committed the offenses, his record would be sealed and would not show up on any public criminal record for adults.
