Legal Question in Family Law in Virginia

Adoption

If there was a 16 year old pregnant and wanting to give the baby up for adoption, against the wishes of father of the baby and both the parents of the 16 year old, is there any legal action that can be taken by any of those parties to stop it from happening?Especially the father, and what steps could he take?
