Visitation Schedule/Parenting Plan

I am NCP. When divorced no visitation schedule other than EOW was ordered,kiddos were 5 and 2. Now 12 and 9 and kiddos have expressed more time w/ me. We also have no parenting plan either. Can I, the NCP, file for a visitation schedule to include holidays, special holidays, spring break? Whenever I ask for these to CP he refuses, only goes by court order. Can I file to have parenting plan as well? Can I draw this plan up and present it myself, or should I look for atty? Financially that will be hard, but I would like to see the kids more.

Yes, you can file for a revised visitation schedule which would give you more time with your children. However, unless you share legal custody with the other parent, your proposal for a parenting plan is not likely to be accepted by the court if the scope of the current order limits your authority in the children's lives to visitation matters only.
