Legal Question in Civil Litigation in Virginia

I am trying to figure out what constitutes acceptable grounds for obtaining an order of protection against a minor who is bullying another minor. In addition, I am trying to figure out if I can (in Fairfax County) do the paperwork for an order of protection by myself or if I need a lawyer. The minor who is the bully is a close neighbor of ours, so my concerns are not limited to the time they are in school together. Thanks in advance for any help or guidance you can provide.
