can a judge who is listed in an indictment against someone then rule later in another case against this same person in another maer?

If you mean to refer to a judge who was handed up an indictment from a grand jury involving a particular defendant in one case and who later makes a ruling in another case against this same defendant, there would be nothing judicially improper about such a situation and it likely occurs fairly often.
