am i eligible for permanent residancy after getting married to a us born citizen even though my asylum case got denied from the board of immigration and i have a deportation letter

Yes, you may be eligible for a so-called "green card", unless you're being deported for an aggravated felony conviction, but you will most likely have to first comply with the deportation order and leave the United States, and then have your citizen spouse file an I-130 and related papers in your behalf for your visa to be issued to you in your home country of residence.
