How can a state court (MD) enforce a rental agreement violation ($2,300 in owed rent) when the defendant is living in another state (VA)?

Generally speaking, the place where the property is located or where the contract was entered will create jurisdiction. That the defendant lives out of state means only that you have to ensure proper service and that you docket the judgment in the county where the defendant owns property so you have an effective lien.
