Legal Question in Landlord & Tenant Law in Virginia

My landlord has told me to clean my apartment. Can she do that? My apartment is messy, I'm a messy person, but there's no health or fire risks or anything like that - no rats, no insects, no food left around, just laundry strewn around. My lease simply says something about not committing waste and complying with housing codes.

Sure, she can tell you (as she already has). Is her command regarding this issue enforceable at law? Unlikely, as long as you're "not commiting waste and complying with (local) housing codes".
