Legal Question in Landlord & Tenant Law in Virginia

I am having trouble with my landlord. I was in the house for a month with no heat. I finally called the city of Norfolk on the Landlord so he fixed the heat. Now I am with no water. The landlord did not pay the bill. When I told him a week ago the water company posted my door he did nothing. Now he pays the bill since the water is off. There are things that need to be fixed around the house the landlord was suppose to do before I moved in. He has done nothing. All these things are costing me money and I am getting stressed. I want to move but I do not want to be held responsible for the balance of the lease. Can I do this ?

Consider asserting, i.e., establishing a rent escrow account with your

local general district court into which you would pay your future rent

monies until your landlord gets the place shaped up. (The clerk's office

can tell you specifically how to go about it.)
