Can a verbal agreement begin and end a partnership?

If you enter a partnership with a verbal agreement and the other party breaches the contract and you decide to end the partnership with a verbal agreement and the other person agrees to give up his rights to items acquired during the agreement. Is that lawful or does it need to be in writing?

All such agreements involving business matters should be in writing.
