Legal Question in Technology Law in Washington

theft of intellectual property

My daughter accepted custody of valuable data files when I left on year long trip but didn't return ALL the files and my entire family (9 members) refuses to cooperate with me. I suspect that it was a conspiracy and have some good evidence for it.

If stolen, was this a criminal or a civil offense and what might be the maximum penalty for VALUABLE data? I don't want money.

This is not a computer & Technology question. It is a criminal or civil litigation question. I don't think it is (criminal) theft, as you entrusted the material to them, your remedy would be civil to force the release of the property to you.
